13.1. Election of trustees
13.1.1. Employees are permitted to elect one shop steward at each workplace with 5 to 50 employees, and two shop stewards if there are more than 50 employees. In this context, a workplace is considered to be any company where a group of people work together. After the election, the relevant trade union shall nominate the shop stewards. If an election is not possible, shop stewards shall be nominated by the relevant trade union. Three shop stewards may be elected within a company if the number of members exceeds 120 at the same workplace. Where a company has more than one workplace, or where employees generally report to work at workplaces other than the headquarters of the employer in question, the shop steward shall be given scope to perform his shop steward duties at all workplaces, or more shop stewards shall be elected to perform those duties.

13.2. The duties of trustees
Shop stewards at workplaces shall, in consultation with the foreman, be permitted to devote as much time as necessary to work that may be assigned to them by the workers at the workplace in question and/or the relevant trade union in connection with their work as shop stewards, and their wages shall not be reduced for that reason. If the work of a shop steward is such that it is impossible for him to perform his shop steward duties during regular working hours, an agreement shall be made between the shop steward and the employer, at the shop steward's request, on the minimum time that the shop steward may have available to perform these duties. The agreement shall take into account the number of employees for whom the shop steward is a representative, the general scope of shop steward duties, the distribution of workplaces, shift arrangements and other relevant matters.
13.3. Data to which trustees have access
In connection with a matter of dispute, a shop steward shall be authorized to review documents and work reports relating to the matter of dispute. Such information shall be treated as confidential.
13.4. Facilities for trustees
A shop steward at a workplace shall have access to a locked storage room and access to a telephone in consultation with the foreman.
13.5. Meetings at the workplace
A shop steward at each company shall be authorized to call a meeting with workers twice a year at the workplace during working hours. The meetings shall begin one hour before the end of the working day, as far as practicable. The meetings shall be called in consultation with the relevant trade union and the company's management with three days' notice unless the subject of the meeting is very urgent and directly related to problems at the workplace. In such cases, one day's notice shall be sufficient. The workers' wages shall not be reduced for this reason during the first hour of the meeting.
13.6. Complaints from shop stewards
Workers are permitted to contact shop stewards with any requests or complaints regarding working conditions or other matters they consider to be unsatisfactory. A shop steward shall present all such requests or complaints to the employer or his representatives, e.g. the foreman, before contacting other parties. A shop steward shall not be liable to the employer or foreman for making complaints on behalf of the workers.
13.7. Shop steward course
Shop stewards in the workplace shall be given the opportunity to attend courses aimed at making them more competent in their work. Each shop steward has the right to attend one or more courses organised by the trade unions and intended to make shop stewards better able to cope with their work, for a total of one week per year. Those who attend the courses shall retain their daily earnings and shift work for up to one week per year. In companies with more than 15 employees, shop stewards shall retain their daily earnings and shift work for up to two weeks in the first year. This applies to one shop steward per year in each company if there are 5-50 employees, and two shop stewards if there are more than 50 employees. If a shop steward course is organised so that the shop steward's absence from work does not exceed one day per week, shop stewards shall retain their daily earnings and shift work for up to ten working days per year. If a shop steward attends a full-day course, he or she will not be required to do work that day.
Act No. 151/2006 on information and consultation in companies stipulates the employer's obligation to provide information and consult with employee representatives. The obligation to consult applies where there are generally at least 50 employees, cf. for further details the agreement between SA and ASÍ on information and consultation in companies. The law assumes that the shop steward is an employee representative.

Efling's collective agreement with the City of Reykjavík

After the election, Efling Trade Union shall nominate the shop stewards. If an election is not possible, shop stewards shall be nominated by the company.
15.1.2 If there are 4 or more shop stewards at a particular organization, Efling - stéttarfélag shall select one of them as the company's main spokesperson towards the organization. In important decisions, such as decisions on dismissals of a group of employees and decisions on the arrangement of competency-based and performance-based pay, this shop steward of Efling - stéttarfélag shall be informed of the matter separately.
15.1.3 Trustees shall not be elected or nominated for a term longer than two years at a time.
15.1.4 Chief shop steward of Efling – trade union
15.1.4.1 Due to the special status of workplaces at the City of Reykjavík, the Eflinga union is authorized to select a chief shop steward from among employees to monitor their affairs at the City of Reykjavík, including agreements on bonus systems.
15.1.4.2 Dismissals and major changes in employment must be reported to the chief shop steward and the union.
15.2 The duties of trustees
15.2.1 Shop stewards at a workplace shall, in consultation with superiors, be permitted to devote, as necessary, time to tasks that may be assigned to them by employees at the workplace in question and/or the Efling union due to their work as shop stewards, and their salaries shall not be reduced as a result.

15.3.1 In connection with a matter of dispute, shop stewards shall be permitted to review documents and work reports relating to the matter of dispute. Such information shall be treated as confidential.
15.4 Facilities for shop stewards
15.4.1 Shop stewards at the workplace shall have access to a locked storage room and access to a telephone in consultation with superiors.
15.5 Complaints from shop stewards
15.5.1 Shop stewards shall raise employee complaints with their immediate superior or other representative of the organization before seeking assistance from other parties.
15.6 Workplace meetings
15.6.1 Shop stewards at each institution shall be authorized to call a meeting with employees twice a year during working hours at the workplace. The meetings shall begin one hour before the end of the daytime working hours, as far as possible. The meetings shall be called in consultation with Eflinga - stéttarfélag and representatives of the institution Collective Agreement between the City of Reykjavík and Eflinga - stéttarfélag 2019-2023 52 with three days' notice unless the subject of the meeting is very urgent and directly related to problems at the workplace. In such cases, one day's notice shall be sufficient. Employees' wages shall not be reduced for this reason during the first hour of the meeting.
15.7 Congress
15.7.1 Shop stewards shall be permitted to attend a meeting of the Efling union for up to 3 working days once a year without reduction in regular pay. Such absences shall be notified to the supervisor at least one week in advance.
15.8 Collective bargaining work
15.8.1 Members elected to the Efling union's bargaining committee shall be granted leave to perform that task without reduction in regular wages. Such absences shall be reported to the supervisor with reasonable notice.
15.9 Protection of shop stewards at work
15.9.1 Shop stewards shall not in any way require the superiors of an institution to submit complaints on behalf of employees.
15.9.2 It is prohibited to terminate the employment of shop stewards due to their work as shop stewards or to make them pay in any other way for having been assigned by Efling - söttarfélag to perform shop steward duties on its behalf.
15.10 Shop steward course
15.10.1 Shop stewards in the workplace shall be given the opportunity to attend courses aimed at making them more competent in their work. Those who attend the courses shall retain their regular salary for up to one week per year. In institutions with more than 15 members, shop stewards shall retain their regular salary for up to two weeks in the first year. This applies to one shop steward per year in each institution if there are 5-50 members in employment, and to two shop stewards if there are more than 50 members. The courses shall be recognized by the contracting parties.
If a shop steward course is organized so that the shop steward's absence from work does not exceed one day per week, shop stewards retain their regular salary for up to ten working days per year.
If a shop steward attends a full-day course, he or she will not be required to do work that day.

Efforts shall be made to hold the meeting at a time that does not cause disruption to the company's operations. The manager's approval for the meeting place and time must therefore be obtained before a meeting is called.
14.6. Complaints from shop stewards
A shop steward shall raise employee complaints with the foreman or other company managers before contacting other parties.
14.7. Shop steward course
Shop stewards in the workplace shall be given the opportunity to attend courses aimed at making them more competent in their work. Each shop steward has the right to attend one or more courses organised by the trade unions and intended to make shop stewards better able to cope with their work, for a total of one week per year. Those who attend the courses shall retain their daily earnings and shift allowance for up to one week per year. In companies with more than 15 employees, shop stewards shall retain their daily earnings and shift allowance for up to two weeks in the first year. This applies to one shop steward per year in each company with 5-50 employees, and two shop stewards if there are more than 50 employees. 14.8. Right of trustees to attend meetings
When collective bargaining negotiations are underway, members of SGS member unions who have been elected to negotiation committees are permitted to attend their meetings during working hours. The same applies to representatives at the annual meeting of ASÍ/SGS and representatives on joint committees of ASÍ/SGS and SA. Care must be taken to ensure that employee absences have the least disruptive effect on the operations of the companies they work for, and employees must consult with their superiors about absences as far in advance as possible. In general, it should be expected that no more than 1-2 employees from each company will attend. There is no obligation to pay compensation for the hours that an employee is absent.
14.9. Trade union rights
This agreement on shop stewards in workplaces does not affect the rights of those unions that already have further rights in their agreements than those set out here regarding shop stewards in workplaces.
14.10 Consultation in companies
Act No. 151/2006 on information and consultation in companies stipulates the employer's obligation to provide information and consult with employee representatives. The obligation to consult applies where there are generally at least 50 employees, cf. for further details the agreement between SA and ASÍ on information and consultation in companies. The law assumes that the shop steward is an employee representative.

14.2.8.1 Members elected to the bargaining committee of the relevant union shall be permitted to perform that task without reduction in regular pay. Such absences shall be reported to the supervisor with reasonable notice.
14.2.9 Shop steward courses
14.2.9.1 Shop stewards in the workplace shall be given the opportunity to attend shop steward courses aimed at making them more competent in their work. Those who attend the courses shall retain their regular salary for up to five working days per year, provided that the courses are recognised by the contracting parties. In companies with more than 15 employees, shop stewards shall retain their regular salary for up to two weeks in the first year. Efling's shop steward course is organized so that shop stewards' absence from work does not exceed one day per month, and shop stewards then retain their regular salary for up to ten working days per year. Total entitlement according to Article 14.2.9.1 provides a maximum of 10 days per year.
In all cases, the head of the institution shall be notified with reasonable notice of planned absences due to courses so that the employer can make the necessary arrangements. If a shop steward attends a full day of courses, he will not be required to perform work that day
14.2.10 Trade union rights
14.2.10.1 This agreement on shop stewards does not affect the rights of those trade unions that already have further rights in their agreements than those set out here regarding shop stewards.

Special provisions for security guards
Mobile patrol
10.1 Security guards are permitted to elect the following shop stewards: One for mobile patrol, one for local patrol and one for patrol in Kringla. Shop stewards at the workplace shall be given the opportunity to attend courses aimed at making them more competent in their work. Those who attend the courses shall retain their daily wages for 8 hours per day for up to 5 days per year, according to each individual's rate, whether the courses are held during the shop steward's shift week or outside. Only one shop steward shall attend a course at a time.

10.1 Security guards are permitted to elect the following shop stewards: One for mobile security and one for local security. VSFK is permitted to elect a shop steward in its area of operation. Shop stewards at the workplace shall be given the opportunity to attend courses aimed at making them more competent in their work. Those who attend the courses shall retain their regular wages for 8 hours. Per day for up to 5 days per year, according to each individual's rate, whether the courses are held during the shop steward's shift week or outside. Only one shop steward shall attend a course at a time.

1.28. Sale of catch
1.28.1. General
The shipowner is responsible for the sale of the catch and has the crew's authority to do so with regard to its share of the catch. He shall guarantee the crew the highest market price for the fish, although never lower than what the shipowner receives, including roe, liver and bones. It is not permitted to deduct from the total value of the catch the cost of purchasing fishing permits, cf. Article 1 of Act No. 24/1986, cf. Article 10 of Act No. 79/1994 on amendments to Act No. 24/1986 on exchange value and payment mediation, as amended.
The following provisions do not apply in cases where catch is sold on the domestic or foreign auction market.
The shipowner shall consult with a representative elected by the crew in a simple election on the planned sale of the catch at least one month in advance, and shall provide him with information on sales and fish prices. The shipowner shall be notified of the elected crew representative at each time. The crew representative shall have access to contracts, invoices and other documents that form the basis for the price of individual fish species, if he specifically requests it.
At the start of the capelin, blue whiting, mackerel and herring season, representatives of fishing companies shall hold a meeting with representatives of fishermen who are on the Fishermen and Fishermen's Arbitration Committee and employees of the Exchange Price Agency.
The shipowner and crew shall enter into an agreement on the price of fish when the shipowner sells the catch for its own processing, i.e. in a transaction between related parties. In order for such an agreement to be valid, it shall be confirmed in a secret ballot of the crew and subsequently signed by representatives of the crew and the shipowner. The agreement shall be in a standard form, stating, among other things, the price of individual fish species, size, quality, market and exchange rate criteria and planned disposal, period of validity and termination clauses, etc.
If the majority of the crew believes that an agreement on fish prices is in conflict with this collective agreement, a ruling shall be sought from the Fishermen's and Fishermen's Arbitration Committee. Related parties mean that fishing and processing are under the controlling ownership of the same parties.
1.29.3. Catch sold in containers abroad
If the catch is placed in containers for sale abroad, the crew members shall themselves unload the catch into the containers, without any special remuneration. The time spent unloading the fish into the containers shall not be counted as contractual port leave.
Landing fees shall be paid in accordance with the provisions of the collective agreement regarding individual fishing activities.
However, the crew and the shipowner may agree that a third party will undertake to land and place the fish in containers due to special circumstances in each location, in which case that cost shall be deducted separately in addition to the agreed deduction, cf. Article 3 of Act No. 24/1986 on exchange value and payment mediation within the fishing industry, cf. Act No. 21/1987 on amendments thereto.
If crew members do not land themselves, they must appoint a steward from among their group to supervise the processing of the catch placed in containers, without special payment.
1.37. Crew union representative
Crew members shall have a representative for them in relation to financial statements and other matters that concern crew members collectively.
Fish buyers must submit a net for each catch to the crew representative, with a detailed price per kilo.

Upon the vessel's return from a fishing trip, a final statement of previous fishing trips shall be available, but not later than 15 days after the end of the fishing trip.
